Through a special partnership with the Navy SEAL Foundation, we came together to successfully bring the VHP Continue Mission “Charlie Mike” Program to the West Coast. After an extensive search, the Navy SEAL Foundation spared no detail in establishing this world-class, 20,000-square-foot space, the Warrior Fitness Facility, specifically designed to meet the demands of our VHP program. The Warrior Fitness Facility opened its doors in May 2023 and is now fully operational with our staff of 15 exceptional licensed team members.

Kevin Mangini, Program Director of VHP San Diego

Kevin Mangini

Program Director West Coast

Kevin Mangini is the Program Director for Virginia High Performance in San Diego, where he leads the design and execution of high-performance programs supporting members of the special operations community. With a career foundation built on over two decades of service in the United States Navy, Kevin brings deep expertise in leadership, operational planning, and performance optimization. His experience spans complex, high-stakes environments where precision, accountability, and sustained excellence are required, shaping his approach to developing individuals and teams at the highest level.

At VHP, Kevin is responsible for driving program outcomes, aligning multidisciplinary teams, and ensuring the consistent delivery of world-class human performance services. He combines a systems-based approach with practical leadership to enhance physical, cognitive, and behavioral performance across client populations. Kevin holds a Bachelor of Arts in Organizational Management from the University of Arizona Global Campus, where he graduated summa cum laude, and completed senior-level professional military education through the Joint Special Operations University. He is committed to advancing performance standards, developing people, and building enduring organizational capability.

Jacob Lonowski, Director of Human Performance & Development in San Diego

Director of Human Performance & Development

Jacob joined VHP in August of 2022 and currently serves as the Director of Human Performance Development for all VHP locations. He started his career with VHP at the East Coast Flagship Location, studying the inner workings of the Continue Mission (CM) methodology in Virginia beach, before relocating to the beautiful city of San Diego in March of 2023 to stand-up the then new operation of the CM program out of the Navy SEAL Foundation’s Warrior Fitness Program (WFP) Facility. His primary functions are to select, guide & lead VHP practitioners in the execution & development of the CM program, stay up to date on the latest advances in applied human performance and implement relevant findings into VHP’s interdisciplinary team setting in a manner which improves client experiences & outcomes.

Over the years, Jacob has worked in a variety of fields & roles spanning from Information Technology, Project Management, Strength & Conditioning and Physical Therapy. This array of experience, paired with an insatiable pursuit for learning, has given him insight as to how to successfully approach solving complex problems in a variety of domains. He now applies this knowledge in the service of all those who pass through the VHP Charlie Mike program, including but not limited to, the very deserving active duty & retired service members of NSW.

Jessica Ross is the Executive Assistant at Virginia High Performance in San Diego, where she supports client onboarding, manages scheduling, and handles daily administrative operations. She helps maintain a smooth experience for clients while keeping internal processes organized across departments. She holds a bachelor’s degree in elementary education and brings strong skills in organization, communication, and attention to detail.

Dustin Miles serves as the Lead Strength and Conditioning Coach on the West Coast, bringing a proven ability to drive measurable improvements in strength, conditioning, and overall performance across diverse populations, including tactical personnel, athletes, and general fitness clients. He designs and implements comprehensive, evidence-based training programs for individuals, groups, and teams, with a focus on performance optimization, injury mitigation, and operational readiness. Through disciplined assessment, strategic program development, and continuous monitoring, he ensures training interventions are both safe and effective while delivering consistent, data-driven results.

His experience includes leading strength and conditioning and performance management programs for varsity football, basketball, track and field, tennis, and cheerleading. Dustin has contributed to competitive success, including a Middle Eastern Atlantic Conference Championship in cheerleading, and has supported combat sport athletes in achieving performance milestones, such as securing a lightweight title through targeted endurance and power development.

Whitney Milano, Performance Dietitian at VHP San Diego

Whitney Milano, MS, RD, CSSD, MBA

Lead Performance Dietitian

Whitney Milano is the Lead Performance Dietitian for the West Coast facility at Virginia High Performance, where she oversees the delivery of individualized nutrition strategies to support optimal human performance. Since joining VHP in April 2023, she has led initiatives across client nutrition education, one-on-one coaching, menu development, client meal support, and body composition and supplement protocols. Her work centers on equipping clients with practical, sustainable approaches to fueling both physical and cognitive performance, ensuring they are prepared to fully engage in all aspects of the VHP program.

Whitney brings a diverse background in performance nutrition, with experience spanning collegiate athletics, military special operations, and professional sport. She spent over five years supporting operators within Naval Special Warfare Group 1 before becoming the first full-time dietitian for the San Diego Padres. This breadth of experience informs her systems-based approach to program development and execution within VHP’s West Coast program, where she integrates evidence-based nutrition with the demands of high-performance environments to drive meaningful, lasting outcomes.

Ana Siblesz, Cognitive Specialist at VHP San Diego

Lead Cognitive Specialist

Ana Siblesz joined Virginia High Performance in September of 2024 and currently serves as the Lead Speech Pathologist at the West Coast facility. She brings clinical experience in cognitive diagnostics and advanced training in the SMART protocol created by The Center for Brain Health, UT Dallas. Ana mentors clinicians and helps refine the clinic’s standard operating procedures across diagnostics and treatment for best practices that best align with the client’s cognitive needs. She also teaches the cognitive class incorporating an overview of the Smart strategies and guiding the clients in applying the strategies to real life situations.

With over four decades of service to the military community, Ana has treated a wide spectrum of patients from acute care settings at the Veterans Health Care System San Diego, to an outpatient military population at the Intrepid Clinic, Camp Pendleton. She leads VHP’s efforts to integrate the SMART protocol into the VHP Continued Mission program. She is passionate about her opportunity to mentor others and build awareness on how to best optimize overall brain health and performance.

Justin Wilcox, lead Chiropractor at VHP San Diego

Lead Chiropractor

Justin is the Lead Chiropractor at Virginia High Performance in San Diego, where he oversees clinical care and the integration of manual therapy within a multidisciplinary performance model. He specializes in the evaluation and management of musculoskeletal conditions, utilizing diagnostic tools such as X-ray and DEXA to guide individualized treatment strategies. He also leads the Manual Arts Division, mentoring clinicians and helping develop standard operating procedures that ensure consistent, high-quality care.

Justin brings a performance-driven approach shaped by his background in chiropractic care, strength and conditioning, and movement-based rehabilitation. His work focuses on restoring function, improving resilience, and bridging the gap between rehabilitation and high-level performance. He also develops and teaches VHP’s mindfulness curriculum, incorporating breathwork and focus training to support mental resilience.

Justin earned his Doctor of Chiropractic degree from Life University and a Bachelor of Science in Biology from the University of South Florida, where he played collegiate football. He later competed in bobsled with Team USA before transitioning into chiropractic care.
